On June 22, the Department of Energy announced that it is soliciting public comment on its draft Federal Renewable Energy Guide: Developing Large-Scale Renewable Energy Projects at Federal Facilities Using Private Capital.  The draft guide, which is available at  https://www.federalregister.gov/articles/2012/06/01/2012-13287/developing-large-scale-renewable-energy-projects-at-federal-facilities-using-private-capital-draft, is intended to create a project development framework “to help federal agencies, private developers, and financiers coordinate on large-scale renewable energy projects that will help achieve federal renewable energy goals.”  The notice seeks comment on eight specific questions, which are mainly focused on whether the guide has accurately described the process that developers and financiers use to develop large-scale renewable energy projects.

The deadline for submitting comments is short:  they are due by July 2 and should be sent to FEMPLargeREGuide@ee.doe.gov.
